A Reflection on Voice, Leadership and Community Direction

Serving as Chair of the Independent Community Advisors has given me the privilege of working alongside organisations whose values align deeply with my own. One of the most meaningful collaborations has been with ISCRE, particularly during their Suffolk Police Powers Scrutiny Group event held at a local college and attended by the Police and Crime Commissioner. This collboration demonstrated what can happen when community organisations, independent scrutiny, and young people come together with a shared commitment to shaping a better future for Suffolk.

What made this experience stand out was the intentional design of the engagement. ISCRE did not create an event about young people; they created an event for and with them. As Independent Community Advisors, our role was not to speak on their behalf, but to support a structure that amplified their voice. Instead of assuming what the next generation might need or want, we stepped back and allowed them to lead the conversation. They provided the direction, the priorities, and the insight, and we focused on listening, learning, and ensuring their contributions shaped the scrutiny process.

The young people who took part were remarkable. They were inquisitive, thoughtful and grounded, bringing a level of maturity and clarity that enriched every discussion. They explored possibilities for the communities they live in with a seriousness that showed both care and ambition. Their questions were sharp, their reflections honest, and their ideas rooted in lived experience. They spoke not only about the challenges they see, but also about the county they want to live in, a Suffolk that is fairer, safer, more inclusive, and more connected.

What struck me most was their ability to articulate both the present and the future. They described what policing feels like now, and what they believe it could feel like with the right changes. They talked about trust, visibility, fairness, and accountability. They challenged us to think differently about how police powers are understood, experienced, and scrutinised. Their contributions were not abstract; they were grounded in everyday realities.

Watching ISCRE deliver this context was a pleasure. Their commitment to co‑production, their skill in facilitating courageous conversations, and their ability to create safe spaces for young people to speak openly made the event not only successful but transformative. They authored an experience that centred youth leadership, and they did so with integrity, sensitivity and purpose.

For the Independent Community Advisors, this collaboration reaffirmed why our role matters. Scrutiny is strongest when it is informed by those who live the reality of policing decisions. Direction of travel becomes clearer when it is shaped by community voice rather than organisational assumption. And meaningful change becomes possible when young people are treated not as future stakeholders, but as present‑day partners.

This event was more than a conversation; it was a demonstration of what Suffolk can achieve when community organisations, independent scrutiny, and young people work together. As we continue our scrutiny journey, I look forward to building on this foundation. The next generation has shown us the direction. Our responsibility now is to follow it.
